Would the CPNY let Rudy be their candidate too?

Just saying, Rudy didn't run with Conservative Party support as a Mayoral candidate. I can't find anything saying he could have gotten the Conservative Party in 2000 (before he dropped out)

He did get the Liberal party line as mayor.

I don't know if the Liberals have a line after 2002
