donald doesn't have the power to do that. And if sanders isn't willing to ditch a senate seat to run, he doesn't want to run.

I can't imagine any way to get a term limits amendment through Congress if it applied retroactively. While term limits would most likely not apply going forward, previous terms in office would not count towards the limit. When we got Presidential term limits, Truman was President. He served the majority of FDR's last term as well as one full term of his own. Constitutionally, he was still eligible to run for President in 1952 (and he considered it), even though the 22nd Amendment says that going forward others in an identical situation could not.
