An ultimate diversity ticket for the Democratic Party in 2020. Would this ticket be electable in 2020? A ticket with Texas Rep. Joaquin Castro and former Transportation Secretary Anthony Foxx of North Carolina. Would this boost African-American, Latino, and Asian turnout? How would they play in the white working class areas?

No, putting a former Transportation Secretary with no name recognition on the ticket will not boost turnout among any group of people.
