In 1988, Michael Dukakis never makes the Tank or the death penalty question blunders and beats Bush in a close race 294-243. He launches criminal justice reform, tries healthcare reform that like Bill/Obama hurts him in the midterms, like Bush he beats Saddam in Persian Gulf, and as 1992 nears we enter a similar recession. On the GOP side Bob Dole steps in 4 years early. Due to GOP insiders blaming Quayle for the loss and because Bush never won Kemp never ran HUD, Bole taps Arlen Specter to be his running mate wanting a moderate to win over some Reagan Dems and someone more experienced person then Quayle, plus in this timeline Dukkakis won Penn in 88 so strategy was a factor. Who wins and what does the map look like?
