The rules are you need 50% (obviously not happening) or 40% and a 10 point lead. So unless Moreno has a huge surge to break 40%, there will be a runoff. A 10 point lead doesn't do anything by itself.

Here is El Universo, indeed reporting that Moreno leads 51-49 with 93% reporting, but most of the provinces are still under 50%, which seems suspicious to say the least: http://www.eluniverso.com/resultados-elecciones-ecuador-presidente-2017

El Universo's Twitter account is showing pictures of Lasso's supporters celebrating the results of the exit polls in the streets of Quito; would be darkly amusing to say the least if he ended up losing.

Somehow whoever posted this found a way to get results from that website.
