Thank you.  I do understand the application when one seat is to be filled and no one candidate has a majority.

My brain is still struggling with the if and why this rule is correctly applied in this case where 3 seats are to be filled, and all 3 seats are equal. 

i.e. look at the converse question:  Was each candidate NOT selected as a top 3 choice by the voters?  Answer:

JGibson 11/16 = 68.75%

evergreen 6/16 = 37.50%
Maxwell 4/16 = 25.00%
20RP12 2/16 = 12.50%

One and only one candidate had a majority of "Not chosen" votes.  It would seem to me that one candidate would be eliminated and the remaining 3 are elected?  Since only a minority of voters did NOT choose those 3?

Yeah, elections for multiple seats are more complicated. Here's how it works:

As before, each citizen ranks the candidates on their ballot according to preference, and as before the election officials count only the first preferences ("1" votes) for the initial round. For instance, in a hypothetical election where four candidates are competing for three seats, the results might look like this:

ROUND 1 - 1st Preferences
Wilson   11 votes
Roosevelt   6 votes
Taft   4 votes
Debs   3 votes

The next step is to determine the quota (the number of votes needed to be elected). In an election for a single seat, the quota is a simple majority of the ballots cast; when multiple candidates will be elected, the quota is determined by this formula:

Number of Ballots ÷ (Number of Seats + 1)

In our hypothetical example, 24 citizens cast ballots in an election for three seats; 24 divided by 4 (3+1) is 6, which becomes the quota

Let's return to our hypothetical example. Two of the four candidates have enough votes to be elected: Roosevelt and Wilson. Roosevelt has six votes, the exact number required by the quota, so he is elected; but Wilson has eleven votes, five more than he needs. These five extra votes are called a "surplus" and they are redistributed among the remaining candidates according to who Wilson voters ranked second. As it happens, 80% of Wilson voters ranked Debs second and 20% ranked Taft second. The result is that 80% of Wilson's four vote surplus is transfered to Debs and 20% is transfered to Taft.

ROUND 2 - 1st Preferences + Wilson's Surplus
Wilson   ELECTED
Roosevelt   ELECTED
Debs   7 votes (+4)
Taft   5 votes (+1)

As the candidate with the fewest votes, Taft is eliminated and Wilson, Roosevelt, and Debs are all elected to the legislature.

In short, citizens don't get three votes for a three-seat election; they get one vote, and their ballot transfers after their first choice exceeds the quota or is eliminated. This system is called "Single Transferable Vote" (or "STV"): this video does an excellent job of explaining it.

Thanks again.  That is way different.

I assumed it was like when you vote for the park district, vote for 3 candidates to fill the 3 openings.  I didn't realize you were only voting for 1 of the 3 representatives.

If I'm interpreting the ballot correctly, the name change wouldn't affect the Northern Constitution, so it doesn't require a 60% threshold.  Unless all referenda must be passed with 60% support?

Also, just according to Northern vote counting rules, write ins count only if the candidate wrote themselves in or announced an official write-in campaign. Here's the full list of write-ins that count:

Since I'm supposed to keep this updated with regional news, you should all probably know that the Voter Integrity Amendment to the Lincoln Constitution is being challenged at the Supreme Court for possibly violating Article 1, Section IV of the Atlasian Constitution.

And the Supreme court ruled it unconstitutional.

In other news, because Assemblyman Drew Mike has now joined the House, leaving his seat vacant. I hope to see some candidates announce soon.

A while ago there was a Fremont Activity Report, which measured how active members of the Fremont House of Commons were. This seemed like a good idea, so I now present to you the Lincoln Activity Report, which is pretty much the same thing. (Click the link for the methodology.)

A few things to keep in mind when looking at the numbers:

1) Drew Mike, Spark, Hoosier Nick, and KYC have not served full terms and thus will have lower scores than Lok, JGibson, and CXSmith, who have served full terms. (At least in theory. It should be noted that KYC and Drew have not missed a vote and always participated in debate.)

2) Only the Assemblymen in bold are running for reelection right now.

3) "Bills" means the number of bills written, "Votes" is the number of bills and amendments they voted "aye" or "nay" on, "Words" means the number of words of debate, "Ammend'ts" means the number of Ammendments they introduced, and "Score" is the average of all their scores.
