That is true, but I meant nonpartisan elections. I see the general election after a partisan primary as effectively being a runoff.

That is true, but I meant nonpartisan elections. I see the general election after a partisan primary as effectively being a runoff.

Then it's San Francisco, the 15th largest city (technically, IRV isn't a runoff, since it's explicitly an alternative to plurality & runoff elections).

Chicago has runoffs. Largest city with nonpartisan plurality voting is Memphis. Los Angeles is the largest city with mayoral elections that are not in an off-year.
