Very Debatably: 2008(??)

Clinton is objectively a horrible person, and personally he is pretty good ideologically. Obama was a better campaigner than President.

I'd say 1976 in spite of some of Bob (then Robert) Dole's attacks on Jimmy Carter, and especially considering the post-Watergate/Vietnam funk the country was in, both candidates were fairly decent.

According to CNN only 2% had a favorable view of both Clinton and Trump. So 98% of voters went into the election with an unfavorable view of one or both major candidates.
