Amendment 3 Section 2
There are five Regions with ten states per Region. One region must include the District of Columbia. All Regions must be contiguous.  Each region must have a name that will either be decided by the members from the region or the Senate itself.

The Senate should constitute the regions before we move onto gubernational elections as only the mideast presently fits the Constitutional requirement of being ten states in size

I agree the actual elections should probably not be held before the regions are finalized, but I don't see why we can't discuss the elections.

The regions only need to be changed minimally, hopefully without moving any voters.  I expect this will be a priority for the Senate.
