What time will the winner be declared?

If you keep playing  a couple minutes later Judy woodruff says the right number was 275 and they made a graphic error. But clinton was declared winner at 9 and that never changed.  Dole waited until after west coast closed to concede.   

If hillary won by 8.5% what would the map look like after 9?  I still think they would hold off on FL and other states until 11.

If the networks aren't shy, then shortly after 9. If they wait until California closes to admit the obvious, then 11 unless Arizona or Georgia get called before 11. Utah is the most likely state to be called last, simply because it'll both be close and the networks will be leery of calling a four-way race based on projections.
