I can't believe Cooper is running only one point ahead of Burr.

Guys, large parts of NC-01 and Eastern NC is flooded right now. Polling will not be accurate in this state. Also Fayetteville and Lumberton have a lot of flooding as well.

The question is in what direction it's biasing the polls.

Those are Democratic areas, so it might be undemining Cooper. At the same time McCrory was "in charge" of a crisis situation providing a temporary bounce.

I thought Eastern NC was Republican?
South-eastern is Republican, but has some Black areas and the Whites there are still open to voting for the right Blue Dog (see Mike McIntyre in 2012). The northeastern part (NC-01), while rural, is pretty Black (Black Belt area).
