Why is it that in 1996, Dole lost Cape May, New Jersey, and Ocean County, New Jersey, yet in 2012, Romney won these counties?

So many different factors. Ocean county and Cape may county have a lot of over 65 residents, Italian americans who keep going more republican every election cycle, combination of white+hs grad only voters the working class. Also Republicans usually dominated these counties pre-Clinton and the ones that stayed blue and/or become more blue but have yet to be won by the democrats are counties undergoing a influx of minority voters as well as being higher education of which those kinds of voters are turned off by the GOP.  Also in 1996 Dole did bad with suburban Northeastern voters because he was bland plus Clinton was doing well competing for the suburban vote so many people didnt bother to vote. Plus George Bush was particularly popular among suburban NJ voters because of the WTC attack and he made Kerry's win in NJ more narrow then post 1996 democrat candidates by turning out a lot of suburbanites of the types i mentioned.
