When Harrison beat Cleveland in 1888 (even though Cleveland got more popular votes), he inherited a big surplus in the federal budget, which he proceeded to turn into a big deficit. Cleveland then ran again in 1892 and regained the Presidency. Which goes to show you that maybe Al Gore should've run this year.
