My country will consist of Districts 70 and 75 and will be called "The Republic of Iroquois" as that region was once populated by those proud peoples.  The Republic is divided into five states:

Erie:  Erie is made up of all of the counties that touch the shores of lake Erie and also includes Cattarabgus, Wyoming, Genesee and Niagra Counties, New York and Mercer and Crawford Counties in PA.  The state capital is Jamestown, which lies on the southern shore of the beautiful Lake Chautauqua.  It was choosen for it's central location.

Pittsburgh:  Pittsburgh is made up of Lawrence, Butler, Allegheny, Beaver, Westmoreland, Washington, Greene and Fayette Counties in PA.  The capital is, of course, Pittsburgh.

Shurtha: Shurtha is made up of all of the counties in PA that are south of Clearfield, Jefferson and Armstrong Counties.  Named for the two popular US congressmen Bud Shuster and Jack Murtha, it's state capital is located in Altoona.

Allegheny:  Allegheny is made up of the remaining counties of counties of District 75 (Western PA) and Allagany, Stuben, Chemung, Tioga, Schuyler, Tomkins, Broome, Cortland, Chenanco and Delaware counties in New York.  As the state lacks a large central city, the capital has been located to Elmira.

Ontario:  Ontario is made up of all of the remaining areas of District 70 (Northwestern New York) from Rochester to the boarder with District 68.  The state capital is situated in Syracuse.

The National capital is located in Buffalo.  The city of Buffalo proper is a Federal District, and thus is not included in Erie, thought the suburbs in Erie County, New York are considered part of the state of Erie.

Also, I was thinking, certain terrian features should give a slight offensive or defensive bonus.

For instance, if a faction is attacked across a large river, like, say, the Mississippi or Ohio, then it should recieve a defensive bonus of 20%.  Same if they are defending an area known to be mountainous, like West Virginia or western Colorado.  This would, in turn, give a bit of a leg up to poorer countries, as territories with less money are usually poorer (though not always).

At the same time, the attacker should get a modest bonus for attacking accross areas that are known to be very flat (like the Great Plains or areas that are predominantly next to big rivers, but they do not have to acctually cross the river to attack).

You've put yourself in a wierd position, Dean - I've pretty much got you bottled in. Good thing for you I don't have plans on invading your territories. Also, pick another district next to your current one, because you can have a second one.

I want to do an experiment. We all have our own opinions, and we try to demonstrate our reasons via this forum. However, there is only so much that we can explain. I think it would be interesting if we played a game with our views. I've devised the beginnings of a political game in which an individual takes control of a region of the United States and manages it to his or her desire. You can make alliances, war, buildings, build your economy and ultimately influence other players. Below is some more general information in the game.

Prologue:

The year is 2036. Political turmoil has ripped the nation apart. For nearly the past four decades, the country has been divided politically in half. The branches were constantly stalled due to extreme partisan politics. Upset, millions of Americans, both liberal and conservative, joined the Libertarian movement. In an unexpected and unprecedented move, several million of these angry citizens swamped Washington D.C., invaded federal buildings, and in essence overthrew the useless government at its source. The Libertarian Party set up a new, provisional government to supervise the nation. However, this new government was too weak to hold the nation together. In a final attempt to "stabilize" the nation, the government split up the nation into 137 seperate districts.

Territory Stat Point System:

10 Points Total

MTLSTR - Military Strength: Each point adds an attack point to each of your troops in how much damage they do each hour. For example, if your army size is 49,000 and you have 3 military strength points, your army will do approximately 147,000 damage per hour.

ECOSTR - Economic Strength: Each point adds an additional $5,000,000 to your daily budget. For example, if your daily budget base is $10,000,000 and you add 1 economic strength point, you will gain $15,000,000 each day as opposed to $10,000,000.

ALLSTR - Alliance Strength: Each point adds an additional alliance that you can join. For example, if you have 4 alliance strength points, you can join up to 4 alliances.

How Armies Attack:

Armies can move up to 500 miles daily (If the two factions are less than 500 miles apart, you are instantly in battle). Your base army population is 3.4% of your total population. Your army has attack power, obviously, or it wouldn't be an army. This is where the MILSTR points come in. When armies attack, they do a certain amount of damage per hour. Attack power formula is (army size x MILSTR points). Most likely, alliances will need to be formed in order to win wars, especially if you are outnumbered. Army HP is 50x your army's population. Buildings will have a preset amount of HP when you build them; individual HP will differ depending on importance of building. When an army is defeated, you are not finished; you must also demolish the capital of the territory. Each capital has 1,000,000 HP; essentially this is just a sit and wait ordeal as your army attacks, but also remember that the defeated army can make alliances during this period and your army may have to turn around and fight another territory's army. Capital HP is restored when a peace treaty is signed. If your army is defeated, you do not lose your army; it is just incapacitated until war is finished. If your territory is taken over, the victorious army can either seize your territory, or hand it back with a warning. If they decide to hand it back, they are free to bribe you to whatever extent they see fit; it is war, after all. 25% of the victor's army must remain in the seized territory in order to maintain it. If the occupying force leaves your former territory for more than 36 hours, you may move back into your territory (you have to walk from the Libertarian Federal District, however; even after 36 hours, if they return before you arrive, they still maintain the territory). If you are without territory, you must move into the Libertarian Federal District; here a Senate will be formed for all of the exiled territories and will function as one territory; however, the Federal District has no direct control over the other territories.

I will later be adding the HP and costs of buildings and militia units.

More War Costs and Rules:

#1: Base cost of war is $45,000,000 per day plus (100 x # of military units).
#2: If your territory is seized, while in exile you collect 50% of your former daily budget.
#3: Newly conquered neutral territories take 3 days to assimilate; meaning that they produce at half capacity and produce no military units during this time. Non-neutral territories will take 5 days.
#4: If two parts of your territory are seperated, the territory not containing the capital will begin to fall away from you. You will have 20 days to re-establish borders with this territory before it becomes neutral.
#5: You can buy neutral territory at a cost of (population x 1000). Each individual can buy up to three territories per month.
#6: Each territory must have at least one base per territory. Keep in mind strategic locations; this is where your armies will be stationed.

Military Base: $1,000,000 per day for each
Defensive Wall: $25,000 per mile per day; 5,000,000 HP.

#7: You are limited to the amount of moves you can make in one day. You have 6 military moves. Moving across inhabited territory into battle is 1 move, across uninhabited territory is 2 moves, making an alliance is 1 move, etc.

#8: Troops move at 20 miles per hour, whether at peace or war. Troops from allied forces that fight on your side during war move at 40 miles per hour.
