What would the current situation in Iraq and Syria have looked like had the Iraq War never happened (such as if Al Gore would have won the U.S. Presidency in 2000)?

Any thoughts on this?

     ISIS was formed by former Iraqi army officers. Without an Iraq War it is overwhelmingly unlikely that ISIS exists.

Isn't it more accurate to say that ISIS was formed by jihadists who got kicked out of al-Qaeda and who then recruited many of Saddam Hussein's former henchmen to work for them, though?

Iraq may have still descended into chaos after Suddam passed away as his kids were in no way in shape to lead , which could lead to civil war among Suddam loyalists, the military,  religious fundamentalists. The fact is all the Iraq war did was make Iraq and Syria unravel faster then it would have without it, but the fact is the disastrous Sykes Picot agreement was going to unravel at some point.
