I’m assuming Bush 41 and Bob Dole are too old to ever speak at an RNC again.  However, any of the other four could do it.  The question is whether they’d be invited to speak by any nominee from 2020 or beyond, and whether they’d accept the invitation.

It can depend on which of them would be alive by 2020. This year, George W. Bush will be only 74, John McCain 84 (will surely be alive since her mother is still alive at 104 years old) and Mitt Romney 73. So I think these three could very well speak at a future RNC. In GWB's case, it could depend on his popularity.

Trump will not seek reelection, but will be regarded as a decent president and speak at the 2020 RNC.  Probably W and Mitt as well.
