Dunno, but for sure no unless African Americans either abandon the Democratic party or Washington DC en masse.

Republicans lost Black voters after one economic crash.  Once a fraction of Democrats stopped being overtly racist, they pretty much pledged their loyalty.  After a divided GOP nominated a Senator who voted against his first piece of civil rights legislation in his career, they became an 85%+ voting bloc.  Blacks have been systematically oppressed, and Blacks of all social strata have a lot of sympathy to those whom they view as being at a disadvantage, including economically.  Until Democrats stop standing for the poorest Americans, I think Blacks will favor them.  Some GOP politicians being embarrassingly offensive is just icing on the cake.

Not to equate DC's margins strictly with Black voting, but they're a huge influence.

lol, a lot would have to change. the way things are headed, not for a long time. with a high % of african americans and a high % college grads almost everything would need to change.

Would increased living costs driving poor people out of D.C. together with a political alignment that is more about economic issues and less about social values be able to deliver a republican vote at some point?
