The phrase "law and order" had been employed by Nixon and Reagan as part of the "southern strategy," to invoke white racial fears without directly sounding racist.  Is Trump consciously digging up this old dog whistle?

It does say to people that he's generally going to be on the side of more police action rather than police restraint or limits, which helps him with fearful whites while also alienating blacks and urban voters. Not necessarily racist, but tactical yes.

We have people rioting, shooting police, growing chasms between our races, and more: and there is a lack of any clear leadership attempting to unite instead of politicize controversial issues.
