If you just look purely at numbers, NH is a tossup. The RCP average is Clinton +2.8. A tossup will be any state where the margin is +/- 5% in either direction.

Typically polling is done by academics and media outlets (NYT, Fox, CNN exc) just sponsor the poll to get their name on it and have exclusive access to the results first. So when people say things like "OHHH, that's a FOX/MSNBC poll, you can't believe that!!!!!!" they don't really know what they're talking about.
