Viktor Orban, though considering all of this anti-police mess, possibly Rodrigo Duterte.

Out of these, probably Hassan Rouhani.

In retrospect, I might amend my suggestion because I forgot to mention Narendra Modi, who has a pretty good track record on managing a giant, diverse country.

On the other hand, his record in Gujarat on law and order was pretty miserable, so I might stick with Duterte.
