Republicans lost Black voters after one economic crash.  Once a fraction of Democrats stopped being overtly racist, they pretty much pledged their loyalty.  After a divided GOP nominated a Senator who voted against his first piece of civil rights legislation in his career, they became an 85%+ voting bloc.  Blacks have been systematically oppressed, and Blacks of all social strata have a lot of sympathy to those whom they view as being at a disadvantage, including economically.  Until Democrats stop standing for the poorest Americans, I think Blacks will favor them.  Some GOP politicians being embarrassingly offensive is just icing on the cake.

Not to equate DC's margins strictly with Black voting, but they're a huge influence.
