Puerto Rico DEM turnout

According to The Green Papers and the territory's official results:

Total votes in 2008 Democratic Primary: 388,477
Total votes in 2016 Democratic Primary: 88,149

Why did turnout drop by 3/4ths? Doesn't make much sense to me, however I suppose I could speculate that the across-the-board drop in turnout in the Dem primaries + debt crisis made this possible. But really, 300,000 less votes? 77% decrease?

Bernie campaign requesting polling stations be cut probably resulted in a portion of that decrease. Economic crisis in Puerto Rico probably made a lot of people apathetic. Plus lots of Puerto Ricans are migrating to the mainland in search of work because of the crisis.

Puerto Rico is in shambles economically. Polling places were cut, and I'm guessing it was just less interesting and suspenseful this time.
