Cruz should have done the same thing in the Northeast.

No he shouldn't have because the delegate allocation rules are different most of the Northeast is WTA thresholds rather than WTA. So Cruz pulling out would give Trump more delegates, except for Maryland of course where Cruz shouldn't campaign.
