Not even Donald himself believes he is getting 1400 delegate votes on the 1st ballot. This memo was totally meant for public consumption, to try and nurture the narrative that Trump is inevitable so the R voters in upcoming states might as well just go ahead and vote for him. Ditto the delegates on the 1st ballot. This is nothing more than gamesmanship.

1400 delegates is reasonable if Trump enters the campaign with 1250. The unpledged delegates might as well vote for him because it's not like they can stop him.

If Trump enters the Convention with 1,250, then he's already won the nomination.
