What if Peter Navarro won in 1996?

I just read in this article (which, incidentally, I was directed to thanks to a thread on here) that Peter Navarro actually ran for Congress in 1996, and as an environmentalist Dem. He lost by a pretty wide margin, but what might his political trajectory have been had he managed to win (and, for the sake of keeping this interesting, not floundered within the next few cycles)?
