Does this mean we're going to get to start a war!!!?

Speaking as Middle Eastern Ambassador: This bill doesn't do that. Only a formal declaration of war can do that. The problem is the actual status of Islamic State. Terrorist group or legitimate governmental entity with sovereign held territory. If a sovereign nation then we can formally declare war. If not our only constitutional recourse is letters of mark and reprisal (which this can and should be used as ISIS has killed Atlasians here and abroad) with cooperation with the governments where Isis are conducting their terrorist operations.

I know we are in the mist of changing over to the new constitution but this should still be examined and every effort made to save as many lives possible.
