This seems to be a spin on the old Karl Rove strategy to attack your opponent on their strength, not their weakness.  In this case he is attacking Clinton with his own weakness.  The attempt is "she is the 'punchline' not me, I am Mr Serious, did you not see how many flags I had behind me at my press conference?"
