What happened to Rubio's strategy of winning all the territories and only territories?

He's focusing on Guam and perhaps D.C. American Samoa votes after FL for R's. Northern Marianas will be Rubio's 2nd win on March 15 (1st being FL).

From Twitter, here's a shot of the counting of ballots:

I believe the results will be in from the Northern Marianas Islands first, given the time zone differences, ahead of even the polls opening in Florida.

Dave doesn't have USVI on any map, but presumably it would be purple for Uncommitted if it were.

Is that wishful thinking or based on actual data?

It should be Cruz since Cruz did win the most bound delegates.

DecisionDeskHQ
Seeing people tweeting out a win for Cruz, but per contact they are still trying to count and sort.

------
Here's your problem.  They're "trying to count and sort".  They're not sure how to do it, but they're giving it their best shot

Got off the phone with the Virgin Islands GOP: *ALL* elected delegates were uncommitted. No presidential candidate won a delegate.
