10 Worst people to be presidents

Here's my list, not based on how they did as president, but on how rotten they were when they became president.  It was hard to come up with ten of them.  The list is chronological.

Actually, I had a hard time coming up with ten "bad People."  Consider Carter, for example.  IMO he was fairly worthless as a president, but he was not a bad person, just an unfit president.  And consider Arthur.  I've always liked him as president.  He's no Washington, but I think he did a decent job as president.  He was a crook before the 1880 election, however, so I put him on the list.  I had a hard time coming up with ten for this list, and included Coolidge because he was a bit of a sourpuss.  He wasn't that bad, and maybe Pierce should be there instead.
