Why is he so popular in his district?  It seems to be WV's most conservitive CD.

Well he is very conservative.  For instance, he was one of only 14 Democrats to vote against stem cell research last week, while about 50 Republicans voted with the Dems.

He's very liberal economically though. Also, the WV-GOP is very weak on the state level.
