It is in California, which isn;t going to vote for Trump in the general election anyway and usually figures in late in the primaries.

The message was shown above and during the Rose Parade.
This Parade not only had nation-wide TV coverage, but the parade is also shown to viewers world-wide.
The message surely has some effect. As it reminds people of Trumps "disgusting" bigotry and hatred for many groups of people in the USA.

FYI, this was one of the rare stories about the Prez primaries to get a bit coverage in France these last weeks. So it probably is more useful abroad than domestically, then they hope that foreign "cultural pressure" could prevent Trump from being eventually elected, which is not at all impossible.
