Because he's the brother of some dumbass who did more to ruin America's security than anyone else? Seriously, what backing does he have for this ludicrous claim?

In the grand scheme of things, very little. In comparison with his rivals, not being a pacifist (Paul) and not being a rabid zealot with the apparent IQ of a gerbil (most all the rest) seems like a pretty good set of qualifications for thinking Republicans (if any such still exist).

He isn't. Rubio and Graham have better arguments for why they are more qualified for that position.
