I'm having trouble trying to figure out how trump would balance the budget and how he would overall make government smaller and why he gets support from "small government conservatives":
-He wants YUGE military spending increases
-He wants to bring back the patriot act
-he wants to deport 11 million illegal immigrants which costs hundreds of billions
-He wants a national ID program on Muslims
-He supports a healthcare program that "the government would pay for"
-his willingness to start a tariff war with China is concerning
Am I missing anything?

The assumption here is that anyone actually cares about"small government" and that it's anything but a meaningless buzz phrase.

I actually care about small government. That's part of why I'm not voting for Trump.

I would venture to say most people right of center probably do care about small government

Trump is not one of those club for growth puppet, low energy republicans who cares about shrinking the government. Trump is interested in making America great again.

You read Trump's tax plan?  Tell me how to avoid a substantial government shrinking with tax revenue slashed by a substantial percentage, like maybe 25% as a guess as to what Trump's plan does. His plan is also as regressive as hell, but I digress. I will say it again. So far, to me, each and every Trump policy position, to the extent he has fleshed them out (yes, he does prefer soundbite generalities, so it is all very broad brush), has been an epic fail in my book. Thank you.

Since when has he given any indication that he is interested in such a thing?

Trump's so called "tax plan" isn't worth the paper it's standing upon. It's a massive tax cut (I agree with tax cuts for middle and lower incomes) without any offers to replace the missing Revenue. Even the economic effect and several cuts (btw, he wants to increase military spending) don't wage it up.
It will blow a 8-10 trillion deficit and will bancrupt the federal goverment completely. And this is not liberal propaganda, even conservative analysts dismissed the plan.

If he is lucky enough to win, which I dont believe he will, he will simply cut the welfare & medicaid rolls, even food stamps. In addition to repeal of Obamacare. That's what the GOP does.

To be fair, most people who want to "shrink government" have pretty specific areas of government they want to shrink, and they aren't the areas Reagan expanded.

So I got no real Answers on how trump would shrink government so let me rephrase this: how would trump balance the budget?

Making Mexico pay for it, of course. Seriously though, Trump is a businessman, so he knows balancing the budget is a stupid primary goal.

Of course "small government" is a meaningless and silly buzzword that Is almost as bad as fiscal conservativism in its uselessness.  As far as Trump would care, it implies shredding a few regulations etc. not massive reductions in spending.

Who cares about balancing the budget? That's one of the least important issues around.

Trump has already said he wants the Fed to go to negative interest rates, which should cause the deficit to mostly disappear.

(This is why, btw, "the deficit" is an almost-meaningless number).

He's not going to, because balancing the budget is not a worthwhile goal.
