I figured it out: it only works when you are logged into atlas (main website, not forum login; different accounts here)

Have you figured out how to actually use it. How do I change the counties?

Bumping this up to generate more attention for my question.

Unfortunately, you have to go off of actual election results.  You cannot create a new election with it.
