Many programs fall under AmeriCorps, from infrastructure improvement, to education, to financial literacy for adults programs, to criminal justice centers, to urban renewal, to economic development and small business assistance, to homelessness, to hunger relief, to childcare, to emergency relief and more.

What does this mean?

"Are" is a conjugation of "is", so it depends on the definition of "is".
