I doubt there'd be enough voters to make 10 (let alone 20) FPTP constituencies, workable. Perhaps a better option would be to have 4 Irish style constituencies, with 5 seats each, subject to change depending upon the population of the constituency. Alternatively you could go for Dutch style PR.

I really like the South American idea. Especially since it gives me the chance to be the parochial, provincial, nepotistic, pork barreling, cute hoor of a politician I've always aspired to be.

I think that 10 fptp constituencies would be too many to have active contests in. I think a better idea might be 5 2 seater stv constituencies and have the remaining ten seats elected by PR.
