It is oficial

MUD 109 + 3 indigenous seats = 112
PSUV 55 seats

In Aragua 3 MUD won by a margin of 82 votes!
Aragua 3 was the only circuit the MUD won this election where Henrique Capriles got less than 40% of the vote against Maduro in 2013.

What will the opposition - practically speaking - be able to do with this majority? I hear the appointment of ministers is the perogative of the president, so that's out. Perhaps provide amnesty for Leopoldo Lopez and others like him?

A lot more than that (for amnesty a simple majority would have sufficed). With 2/3 they can even change the constitution, and that could, potentially, be big.

The heavily pro-Maduro Supreme Court has blocked 3 future opposition MPs from taking office when the new parliament convenes, which means the opposition has no 2/3 majority (which they got in the election) ...

More information on the legislator situation if anyone is curious:

  • After the election, losers can file legal challenges to the results with the Electoral Chamber of the Supreme Tribunal of Justice
  • The Court recieved challenges from five regions but rejected all of them except Amazonas
  • Until the trial is over, four MP's can't swear in: the three elected from Amazonas (2 MUD, 1 PSUV), and the winner of the southern indigenous district (1 MUD), which includes Amazonas
  • The legal complaint includes claims of vote-buying, voter fraud, and suspicion regarding the "unusually high number of blank votes" (Amazonas actually had a below average number of blank votes)
  • The complaint was filed by the director of the Amazonas PSUV
  • The national chairman of the PSUV campaign has published a recording wherein someone claiming to be Victoria Franchi (a close associate of the Amazonas Governor Guarulla) discusses a plot to pay people to take illiterates and the elderly to polling stations and "help them vote" for the right candidates
  • In December, Franchi was detained by the notorious SEBIN but later released
  • Franchi, Guarulla, and national MUD leaders claim the recording is fake and that this is just an attempt to prevent the supermajority from being seated
  • MUD is threatening to seat the deputies anyway - not sure how that will go down

If the Court decides that fraud was present, then Amazonas must promptly have a revote. If that happens, then realistically only one seat might change hands. The indigenous seat will remain MUD and the list vote will keep a 1 MUD - 1 PSUV split. Only the at-large district seat would be seriously contested - the MUD candidate only won by 2,260 votes last month (a 3.5% lead)

"As long as the situation of contempt in the National Assembly continues, this constitutional chamber guarantees congressional functions will be exercised by this chamber or another chosen organ," the court said in its ruling.
