I don't know about best state, but I know that he could probably take Ohio, Pennsylvania, and Virginia. Depending on the campaign strategy, opponent, and news of course.

Tough to say seeing as how he's a Webb Democrat. Proabably one of the usual Dem states like New York or Vermont, but he would improve in states like Missouri (were he would likely win).
