It would have been close, but I think Gore could have won. Gore would bring up how the Gore Commission demanded tighter airline security while Bush ignores the 8/06/01 memo, and started the Iraq war which had nothing to do with terrorism. Gore had come out strongly against the war in 2002.

Eager to avoid another 2000, enough voters give Gore the benefit of the doubt to flip NH, which would have carried him over the top in 2000, and Gore does in fact win the popular vote again. But Bush gets just enough of a bump from the war on terror to carry FL.

Translation: Another 2000.
