It's Bayh vs. Arnold, and Bayh makes the comment "f**ck everyone in the south and all they stand for", and completely stands by that comment. Arnold comes out against grain subsidies.

Correct, but the question was, what would make these situations happen?

Remarkable how both of those maps are somewhat realistic given the modern political alignment.
