There weren't any Fremont ballots in TN in '56, so that puts it out of the running. And Rock, there weren't any votes at all from Omaha until 1868.
Ottowa County, MI fits this description mostly - though it went to McClellan by a small margin in 1864, and went to TR rather than Taft in 1912. Ogle County, IL, also Republican all except TR, but I guess you could call them Republican voters still. That may be a bigger obstacle to consistency than Goldwater, oddly enough.
Let's call this voter a Calvinist of the Upper Midwest. Make him a shopkeeper if you like, but it wouldn't be necessary.
