However, it would be ironic if Cotton defeats Hillary and gives his victory speech in Little Rock.

In order for Cotton to run in 2020, there has to be a Democratic incumbent.

Not necessarily. I think it is "Cotton 2020" because 2020 is when his tenure as a one-term senator would end.

No, ideally, Senators try to run for President when they're not up for re-election.
