Electing Vice Presidents Amendment

If it is enacted,

1. Article 4 § Section 1 § Section 2/3 of Article 4 § Section 1  shall be amended to say

Elections for President shall be held in the months of February, June, and October, in accordance with the measures prescribed by the Congress of the Republic of Atlasia. Each candidate for President shall run alone on the ballot. Each candidate for Vice President shall run alone on the ballot and which candidate for President wins becomes the President and which candidate for Vice President becomes the Vice President.

In the event that two candidates for President or Vice President tie in the popular vote at the conclusion of a special presidential runoff election, the candidates shall be elected Co-Presidents or Co-Vice Presidents, with each Presidential candidate or Vice Presidential candidate serving two months of a single four-month term. Should the candidates be unable to agree on which of them becomes President first, the candidate who has been registered longest as a citizen of Atlasia shall serve for the first two months, followed by the newest registered candidate for the latter two months.

A BILL To promote an open, efficient and stable common market for long-term job creation, economic growth and stability; To reduce and eliminate, to the extent possible, barriers to the free movement of persons, goods, services and investments between our two countries; To promote equal economic opportunity for citizens of our countries; To enhance the competitiveness of business in our countries; To promote sustainable and environmentally sound development; To recognize the diverse social, cultural and economic characteristics of our countries; and To Respect the legislative authorities of the Atlasian Congress and the regional legislatures under the Fourth Constitution of Atlasia and the legislative authorities of the New Zealand Parliament and the provincial legislatures under the Constitution of New Zealand Be it enacted by the Congress of the Republic of Atlasia assembled; SECTION 1. TITLE This legislation may be cited as the Pericles-New Zealand Common Market Agreement. SECTION 2. OPERATING PRINCIPLES The Governments of New Zealand and Atlasia hereby agree to as follows: 1. This agreement applies to trade within and between Atlasia and the New Zealand 2. This agreement represents a mutually agreed balance of rights and obligations among Atlasia and the New Zealand 3. In the application of this agreement, the signatories shall be guided by the following principles:     a. Elimination of trade barriers to trade between Atlasia and the New Zealand     b. Equal treatment of Atlasian and New Zealander goods, services, and investments, irrespective of their country of origin     c. Reconciliation of standards and regulatory measures 4. Each signatory is responsible for compliance with this agreement by its federal, regional, and local government agencies and all other governmental bodies. SECTION 3. AFFIRMATION OF CONSTITUTIONAL POWERS AND RESPONSIBILITIES Nothing in this agreement alters the authority of the government of Atlasia under the Third Constitution of Atlasia or the authority of the government of New Zealand under the Constitution of the New Zealand SECTION 4. GENERAL RULES 1. Reciprocal Non-Discrimination: Each signatory shall accord to goods of any other signatory treatment no less favorable than the best treatment it accords to its own like, directly competitive, or substitutable goods. Each signatory shall accord to persons, services, and investments of any signatory treatment no less favorable than the best treatment it accords, in like circumstances, to its own persons, services and investments. 2. Right of Entry and Exit: No signatory shall adopt or maintain any measure that restricts or prevents the movement of persons, goods, services, or investments of any other signatory across national borders. 3. Reconciliation: The signatories shall reconcile their standards and standard-related measures by harmonization or mutual recognition. 4. Transparency: Each signatory shall ensure that its legislation, regulations, procedures, guidelines, and administrative rulings related to matters covered by this agreement are made readily accessible. SECTION 5. FREEDOM OF MOVEMENT AND LIMITED JURISDCTIONAL AUTHORITY 1. In pursuance of the "freedom of movement" concept of the Atlasia-New Zealand Common Market, there shall be no passport requirement security check for individual citizens crossing the border to or from NZ. 2. Beginning [date TBD], law enforcement and customs authorities in both countries shall as a general rule carry out simple background checks of people entering either country. 3. The signatories shall work to unify their visa policies as soon as possible. 4. Atlasian citizens having temporary or permanent residence within the New Zealand, for business purposes or otherwise, shall be under Limited Jurisdiction Authority granted in this Common Market agreement to the regions and the federal government.    a. Atlasian citizens living in the North Island shall be considered as citizens of Fremont for limited jurisdictional and regional/federal electoral purposes.    b. Atlasian citizens living in the South Island shall be considered as citizens of The South for limited jurisdictional and regional/federal electoral purposes.    c. Atlasian citizens living in the outlaying Islands shall be considered as citizens of Lincoln for limited jurisdictional and regional/federal electoral purposes. 5. While Atlasian citizens living within the New Zealand and New Zealander citizens living within Republic of Atlasia shall certainly be bound by the respective laws governing their residence and place of business, nothing in Section 5 or the Common Market Agreement shall be construed as weakening the New Zealand or Atlasian national sovereignty or encroaching on the autonomy of the government of Atlasia or the New Zealand. 6. Once the agreement has been passed by both the Congress of Atlasia and the NZ Parliament, the respective bodies in each country responsible for foreign relations shall appoint commissions who shall convene to formulate a uniform border security and anti-terrorism policy for the two countries with respect to their common border. This shall be simulated by the Game Moderator and Secretary of External Affairs, who will thus provide to the Senate the recommendations, which the Congress will then consider as legislation. SECTION 6. REFERENDA AND APPROVAL 1. The contents of this act shall only go into effect upon ratification of no less than two regions in the Republic of Atlasia, followed by a passing referendum in the New Zealand according to their election laws.  Both the Congress of Atlasia and the Parliament of the New Zealand retain the duty to affirm or reject the finalization of this common market agreement. 2. The Secretary of State shall be responsible for overseeing and reporting the process of affirmation or rejection of this common market agreement in New Zealand. SECTION 7. EFFECTIVENESS All provisions of this act will be enforced after the President signs it

Section 1 (The Judiciary)
The judicial power of the Republic of Atlasia shall be vested in the Supreme Court, the membership of which shall consist of two Justices and three Associate Justices chosen in the following manner:
The Justices of the Supreme Court shall be nominated by the President of the Republic of Atlasia and confirmed by a majority vote of the Senate.
The chief executive officer of each of the several Regions shall nominate from among their constituents a candidate for Associate Justice. Upon the assent of a majority of the legislative power thereof, the nomination shall proceed to the President: if they approve of the nomination they should grant their Assent and the nominee shall assume the office of Associate Justice; but if they disapprove they should veto it and the nomination will be annulled. If then two thirds of the Senate should vote to override the President's veto, the nominee shall take office regardless of the opinion of the President.
The Justices and Associate Justices thus chosen shall hold their offices for life 2 years in good behavior.
The President shall designate a Chief Justice from among the appointed Justices, who shall continue in that capacity until such time as they shall resign the designation, or else cease to be a member of the Supreme Court.

Restoring Activity to Atlasia Amendment
Amending Section I Article IV in the Atlasian constitution to read as follows:

The right of citizens of the Republic of Atlasia to vote shall not be denied, except in regards to persons whose account is fewer than 168 hours old, hasn't posted 5 posts on the Atlas Fantasy Elections, Atlas Fantasy Government, Regional Governments, and the Voting Booth boards in 1344 hours, as punishment for crimes of which the accused has been duly convicted, or in consequence of failing to meet such requirements for frequent posting or term of residency as may be established by law; but no ballot shall be counted as valid that should list the candidates for office in a script other than the Latin alphabet, or that has been edited more than twenty minutes after its posting in the voting booth. All posts made in the voting booth shall be considered as ballots, and no citizen shall cast multiple ballots in any one election during the period the voting booth is open, upon penalty of the invalidation of their vote.

Section 3, Part 8, of the Census Act of 2019 is amended as follows

8.In order to be eligible to register, a poster’s Atlas Forum account must have been registered for at least one hundred and sixty-eight hours and must have accumulated at least fifteen fifty posts.

Section 4, Part 2, of the Federal Electoral Act of 2019 is amended as follows

Section 4. Voter Eligibility.
2. A registered voter shall only be eligible to vote in a federal election if they have made at least eight twenty-five posts from their account in the fifty six days (eight weeks) immediately prior to the commencement of the election.

To unite Atlasia and Canada

Section I: Title
1. The title of this bill shall be called the "Erin O’Toole Canadian-Atlasian Merger Act" It may be cited as "CAMA" or "O’CAM"

Section II: Canada
1. The Republic of Atlasia shall absorb the provinces and territories confederated as "Canada" as equal states in the Republic of Atlasia
2. The provinces of British Columbia, Alberta, Saskatchewan, and the territory of Yukon shall be admitted into the union as states of the Commonwealth of Fremont.
2a. The Pacific subregion shall receive the province of British Columbia and the territory of Yukon.
2b. The Mountain West subregion shall receive the provinces of Alberta and Saskatchewan.
3. The provinces of Ontario, New Brunswick, Newfoundland and Labrador, and the territory of Nunavut shall be admitted into the union as states of Lincoln
3a. The Northeast subregion shall receive the provinces of Ontario and Newfoundland and Labrador.
3b. The Great Lakes subregion shall receive the province of New Brunswick and the territory of Nunavut. 
4. The provinces of Quebec, Manitoba, Nova Scotia, Prince Edward Island and the Northwest territories shall be admitted into the union as states of the South.
4a. The Deep South subregion shall receive the provinces of Quebec, Nova Scotia and Prince Edward Island.
4b. The Upper South subregion shall receive the province of Manitoba and the Northwest territories.
5. The Republic honors Leader of the Conservative Party Erin O’Toole and shall name a honor after him.

Section II: Enactment
1. This act shall take effect after the ratification of this act.
