The only states that were won by Romney in 2008 and Santorum in 2012 were North Dakota, Minnesota, and Colorado.

Someone who hated McCain, disliked Romney, but felt Huckabee had no chance of winning the nomination, and so voted for Romney while holding their nose. Santorum was their best anti-romney choice in 2012 (Paul = Joke, Gingrich = Doesn't support self deportation), and had a legitimate shot at winning the nomination, and so Santorum got their vote.

2008: Didn't like McCain for political or religious reasons ("McCain doesn't have my beliefs or he's fake, yada, yada"); 2012: populist and religious reasons.

Most likely white frequent church goers with a very conservative to libertarian streak. Rural county citizens.

leaving aside the fact that that the Pennslyvania primary was held after Romney dropped out (in fact, his name wasn't even on the ballot), wouldn't Santorum be a Huckabee Supporter anyways? His endorsement of Romney was rather reluctant in 2012.
