A Hispanic voter from Texas/New Mexico/Florida.
A Colorado independent.
A Democrat who didn't like Al Gore and liked George W. Bush (9/11, moral values,...)
A Florida woman who votes for the more attractive and "cool" candidate.
...
There are actually many possibilities.


9/11 was post election, so I don't see some Democrat turning against Gore for that reason unless they saw the event coming into the new millennium.

Moderate Democrat who thought Gore/Kerry were too liberal and elitist but lost his son in the Iraq War in 2006 and became ardently opposed to Republicans' foreign policy. Might cast a protest vote for Jim Webb in the 2016 Democratic primary.

Someone who likes voting for a winner. Bush was really expected to win handily in 2000, but that pesky DWI he lied about made it so he had to steal it.

Most Boomers voted for Dubya in 2000 and 2004.  This was the exact point when Boomer kids outliberaled their parents due to the fact that Gore and Dubya tied in Florida, and younger latinos voted for Gore and parents voted for Dubya.
