I echo the comments made by Senators Yankee and bore... Firstly, it will be very easy for companies to play around with their exact definition and sum of "profit", and secondly, I fear this would have exactly the effects Senator bore described: areas with presence of big employers, that of now most usually are already better of, will receive better revenues; while areas without such presence will starve...

As I said, I'm not convinced of the goal of this bill, and thus will vote against it, unless I am persuaded by further arguments / amendments whatever.
