No.
While it was part of the first 12 amendments submitted to the States, the first two of the tweve had nothing to do with rights, but rather with fixing other perceived flaws.

You don't think Congress setting their own salaries without public intervention can violate rights?

Also, I think the second article of the Bill of Rights needs to be ratified, so we have all twelve.

Okay, I'm seriously wondering why no one else thinks that the first two articles of the Bill of Rights should be considered part of it.
