All laws are grounded on morals. Murder, theft, child neglect and abuse are all outlawed. Why? Because they are wrong. It is morally reprehensible to knowingly terminate the life of another human.

Scientists have demonstrated that there is reasonable suspicion that a child in the womb is able feel pain at twenty weeks of gestation. If a doctor goes to perform a surgery on a pregnant woman at twenty weeks, they will anesthetize the child. During an abortion, the child will recoil and attempt to escape. The brain goes through all the motions of screaming, though the child is not yet developed enough to scream.

I do not claim to know when life begins, science hasn't found an applicable definition of the beginning of human life as it applies to our higher functions. Because we do not know when life begins, we're shooting in the dark when it comes to setting abortion policy.

But we have to ask ourselves. Which stance is more morally risk-averse? If we set "the line of life" before life begins, then a couple of children are born who wouldn't be born otherwise. If we set the line past life's beginning, then we are legally ending human life, which is by all accounts equivalent to murder.

So, when we establish policy regarding the right to life, we must consider the consequences of the "line" we draw. I believe that people can find common ground on eliminating medically unnecessary abortions against children in the womb who are capable of pain.

I urge the Assembly to pass this bill.

I hope I am not overstepping my bounds here, but I would like to say from a medical perspective this is a fairly reasonable bill.

Eheu, we no longer have a Justice to tell us whether or not we can actually do this, but I'm all for it notwithstanding.
