I believe the Massachusetts legislature and the Boston City Council feel that way, given their history of fashioning electoral districts.

But I wonder what that has to do with this poll.

I wonder why you chose to bring this up, considering I am not a Massachusetts legislator nor a Boston City Councillor.

I can't be certain about the Boston City Council, but in the case of the Massachusetts General Court, I assure you, it's entirely fair to them.
