Yes, because this is a 2014 likely voter poll (which in the case of AR features more Republicans and fewer Democrats than a 2016 RV poll).
The reverse is true for KS, which has an anti-GOP 2014 climate that produces favorable numbers for Hillary right now.
The 2016 polling section should simply be ignored in the next 2 months, unless it's a poll of registered voters.
